በኦነግና መንግስት መካከል የተደረገውን ስምምነት በሚመለክት የቴክኒክ ኮሚቴ በሰጠው መግለጫ ላይ ጥያቄዎች አሉኝ።

  • ባሁኑ ጊዜ ጫካ ውስጥ የቀሩትን የኦሮሞ ነፃነት ሰራዊት አባላትን ወደ ካምፕ ተመለሱ ይሏቸዋል። ነገር ግን ከዚህ በፊት ለገቡት አባላት ቃል የተገባላቸው በስራ ታይቷል? ደህንነታቸውና ፍላጎታቸው ተሟልቷል? ዋስትናስ አላቸው?
  • በኦቦ ዳውድ የሚመራው ኦነግ እኔ ተዋጊም ሆነ ታጣቂ ጫካ ውስጥ የለኝም ብሎ መግለጫ ሰጥቷል። ይህ መግለጫ ለስልት ነው ወይንስ በእውነት ጫካ ውስጥ ያሉትና የኦሮሞ ነፃነት ሰራዊት (WBO) ብለው ራሳቸውን የሰየሙት የኦነግ አካል አይደሉም? እንደ ጃል መሮ (Jaal Marroo) አገላለፅ እኛ የኦነግ አባላት ነን ብለው የለም?
  • ኦነግ የኦሮሞ ነፃነት ሰራዊትን ለማዘዝ አቅም ማጣቱን ያሳያል ወይስ በጫካ ያለው የኦሮሞ ነፃነት ሰራዊት የኦነግን ትዕዛዝ ስለማይቀበል፣ ኦነግ ከነዚህ ሰራዊት ራሱን ማግለል ፈለገ?
  • እነዚህ ጫካ ውስጥ የቀሩት ልጆች በማይታወቅ አካል ይደራጃሉ ወይስ በእውነት ለኦሮሞ ነፃነት የሚታገሉ ከሆነ፣ ጥያቄኣቸው ለምን መልስ አያገኝም? ለምንድነው በሰላማዊ መንገድ ከነሱ ጋር ተነጋግረው የጋራ መፍትሄ የማይፈለገው?
  • ኦነግ የኔ ሰራዊት አይደሉም ካለ እነዚህ ልጆች ለማነው የሚዋጉት? ምን ዓላማ አላቸው? እነዚህን ልጆች ሁሉም ወደዚያ ከገፋቸው፣ የወደፊት ዕጣቸው ምን ሊሆን ነው? ሁሉም በነሱ ላይ ልዘምቱ ነው ማለት ነው?

  3. Thank you very much, dear Berhanu Hundee, for raising important questions regarding the OLA/WBO issues and the looming disasters.

    As you have well framed in your questions the issues of WBO cannot be wrapped under the carpet just because the OLF faction, which has returned from Asmara has been unable to order the army it long lost contact/communication with; or just because Obboo Dawud disowned them. Although I am not fully aware of the realities on the ground, I am aware of the way WBO members who accepted the call for peaceful return and put down their arms have been treated. It is also clear that the mediation process conducted through individuals calling themselves “Abbaa Gadaas” and “Technical Committee” was one way and lacked clarity and credential. It was childish for certain individuals to gather and promise that the freedom fighters who entered Oromia jungles to liberate their people would just put their arms down and surrender. It was equally naive to imagine that the conflict would be resolved without engaging with those concerned in a meaningful way. If the discussions to diarm WBO included representatives from the freedom fighters/WBO commanders, and the government of Ethiopia was engaged with determination to achieve mutually satisfying results, the problems could have been resolved before the conflicts escalated.

    The Ethiopian government and Oromia regional government must think twice before they let their armies loose on the Oromo people, enabling TPLF soldiers to take revenge against the Oromo and also indirectly licensing NaAM fascist elements within the army to massacre our people. Attila the Hun, quoted in Fletcher (2016), warns: ‘it is never wise to gain by battle what maybe gained through bloodless negotiations’. I just hope that the Ethiopian government would act with maximum civility and avoids deploying armies into Oromo villages to kill Oromo children who entered Oromia jungles, forced by the inhumane treatments the Oromo people have been subjected to. As Peterson (2018) observes, ‘over the millennia, animals who must co-habit with others in the same territories have in consequence learned many tricks to establish dominance, while risking the least amount of damage’. Mind you, there are always unforeseen risks to both sides if they resort to settling disputes through violence. For illustration purposes, let us look at the following simple senario:

    ‘Because territory matters, and because the best locales are always in short supply, territory-seeking among animals produces conflict. Conflict, in turn, produces another problem: how to win or lose without the disagreeing parties incurring too great a cost. This latter point is particularly important. Imagine that two birds engage in a squabble about a desirable nesting area. The interaction can easily degenerate into outright physical combat. Under such circumstances, one bird, usually the largest, will eventually win-but even the victor may be hurt by the fight. That means a third bird, an undamaged, canny bystander, can move in, opportunistically, and defeat the now-crippled victor. That is not at all a good deal for the first two birds’ (ibid.). Beware, Dr Abiy, Obboo Lemma, Obboo Shimelis and the leaders of WBO! Also, those who cry out for Oromo blood to be spilled must search their souls and influence the government to use peaceful means. Only insane persons or eccentric fools (lunatic fringes) may think that the use of force can eliminate WBO without affecting Ethiopia as a whole. Particularly, anti Oromo individuals who think that Finfinne will stay their safe heaven if Oromo villages are put on fire, must stop and think carefully.

    Dr Abiy, Obboo Shimelis, Obboo Lemma in particular and the entire Ethiopians must beware of any attempt to clean Oromia of WBO by employing violence. They must remember that most of these children are former high school and university students who suffered in the hands of TPLF/EPRDF security forces, and picked up arms in self-defense. It is, of course, essential to “separate the wheat from the chaff” and bring criminal elements using the name of WBO to justice. Nevertheless, sending army to pursue genuine WBO will not be in anyone’s interest, if Ethiopia has to recover from past wounds and flourish as a country. The only viable option available to both sides is to reach out to each other genuinely and resolve the conflict. Oromo, qeerroo and qarree be on your guards. The Ethiopian government must not be allowed to use force against the Oromo in their lands anymore. Stand up in unison against the use of forces in Oromia!

    Moreover, Dr Abiy, be wise leader; reach out to this children and listen to their demands/grievances carefully. Do anything in your power to answer their questions and return them to engage in Oromo/Ethiopian politics peacefully. Equally, if the Ethiopian authorities choose to settle the conflict through violence, the soldiers who might be deployed to fight WBO must be reflective and exercise maximum care. Snyder (2017) advises those who might have to be armed, ‘If you carry a weapon in public service, may God bless you and keep you. But know that evils of the past involved policemen and soldiers finding themselves, one day, doing irregular things. Be ready to say no’. Mind you, soldiers and policemen can choose whether to participate or to refuse to do so. Those in the Ethiopian army in general and Oromia police must be wary of the dirty job they are given to do if they engage in fighting in Oromo villages. They must be prepared to refuse to take part in atrocities. Above all, Dr Abiy can refuse to act on advice from anti Oromo corners and Obboo Lemma can listen to his conscience whether it will be appropriate to send armies into Oromo villages or whether the conflict can better be resolved through peaceful mechanisms.

    Oromo, qeerroo and qarree; be informed of the looming disasters in your villages. TPLF soldiers are going to get opportunities to kill you in your lands again; NaAM elements and sympathizers will come to your villages under the umbrella of Ethiopian army to repeat what they did against innocent children, women and civilians in Kemissie, North Shoa , Gumuz and Qimant.

    I hope that Dr Abiy would show great leadership in this case and resolve the conflict peacefully, departing from the Ethiopian way, and delivering the Oromo in particular and all Ethiopians from the looming disasters of civil wars.
